That's the Instant Load Library.  It's a dependency for the Instant Load Rule.

Did you download both files and over write both?  Also which version of trainz are you running?

No I didn't overwrite them. I just deleted them. I'm running TS12 SP1 Hot Fix 4.

It also locks up my computer whenever I go to session or surveyor mode. So I had to get rid of it. Looks like I'll be trying out the CPC Emit Train Rule.

I also can't get CMP to allow me to have the option to overwrite. I don't know where to change the settings.
